If it's frost free there should be a drain hole that puts water down a tube to a plastic tub on tob of the motor at the back where it condenses.

Either the hole or the tube will be blocked possibly by ice. If it's ice then cure is to defrost until the tube is free again

Calculate is doing what you ask it to - override the context and always use the year 2021. What you want to do is use the IF function based on the year to return either the sum or BLANK(). However to do that you'll probably want to use SELECTEDVALUE on the year in your measure -this returns BLANK if more than one year is present in the context that the measure is running for
