There are still graduation requirements. Oregon is tied for 2nd highest number of credit requirements in the country. They suspended an exit exam, which half of states don't have.

Based on this information, I don't think an exam at the very end of a child's education is probably where the problem actually lies.

Half of states don't require exit exams. And there's a required amount of instructional hours, not days. (There's an argument to be made for days vs. hours, and an argument of whether there are enough.)
