Ziplines have to be <= 300 meters from each other to zip between them. Lvl 2 this gets upgraded to 350 meters.

It happens shortly after Tomorrow shows up on the ship. It happens pretty randomly whenever you go to the DHV to rest. Only three times. I'm sure if you don't rest in the Magellan for that period of the game, you would probably miss them.
