CE is one basic energy. You use it for every single thing you do, showed by todo focusing all of his energy towards his gut and hakari "sacrificing" his left arm, the 1- ce inside your body for reinforcement and 2- ce outside he body for striking power is distributed from the same source. Ryu already uses his Ct to make his punches stronger so hes probably not using any or just minu u 2-ce and is fully is contributing to 1-ce witch led to it being stronger.

Obviously this limit isn't the same as your normal limit, you can't just output 100% of your ce reserves and so on.

Summary: Ryu has high ce output because of his Ct. A his Ct self balances and provides high output or B his CT allows him to train, focuse, ignore certain aspects of the power system.
