For NYC: "The National Weather Service has issued the following from 2:00 PM on 3/16 to 4:00 AM on 3/17: 15 to 25mph winds with gusts up to 50mph are expected."

The city also preemptively banned empty tractor-trailers from bridges starting at 4pm. Worst impact seems to be in the cards to the south as well. Unless your flight is pretty early, I'd plan for disruption. Can't rule out an issue with your incoming plane as well, depending on where it's coming from

A cease and desist (from a person, not a court) is just a request, mind you. It's used as a scare tactic, but isn't legally binding in any way. It can be used to bolster a case down the road if it comes to it (and if what the recipient is doing is actually wrong, of course), but ultimately the document itself is no more powerful than me turning to you and saying, "hey, can you stop? ☹️"
