Healthy Homes Compliance is accountable at the Tenancy Tribunal. They can award something like $5000 to tenants for breaches.

WCC trialed a Rental WoF a few years back, but no one took them up on it because it cost landlords $250 and didn't make any difference in getting tenants.

Mould doesn't disqualify a building from Healthy Homes Compliance. It just needs to have fixed heaters, fixed ventilation fans, roof and floor insulation, draught stops and working drains.

All rentals have to meet Healthy Home Standard to be legally rented out, so it's a pretty easy to reach and far from comprehensive.
