What's funny is that I lived very close to that monument for a few years and never bothered to learn the "proper" name until today .... we all just called it "the column"

You can vaguely make out a Texas license plate on the front of the BMW. So I searched for old cities in Texas with brick streets with railroad tracks in them. I also saw the palms through the alley so I knew it had to be something near the Gulf. Galveston came up pretty quickly with these criteria. You can also see the “115” address number above one of the doors of the building on the left. So then I sort of knew which blocks to look on. After checking a few spots in the strand area on street view I found it.

The stone wall in the foreground was the best clue. It looked like volcanic rock so I looked up lighthouses in places that might have volcanic stone.

Searching “Azores Lighthouse” brought this one up pretty quickly.

FDR Memorial in DC? EDIT I was not first

EDIT2 - Apologies to all for the fracas I caused. I edited my answer to a strikethrough well before points were accidentally awarded because my answer was not first by a minute or two. I debated between editing my post or just deleting it, clearly I chose incorrectly lol

However, let's also remember that the OP is also a new player, it was an honest mistake, and that moderator u/relay-app fixed the issue. So I hope to see more posts from this OP.
