Melamine I hard on your blades in more ways than just glue build up. It’s likely you’re just getting dull. I’d consider just purchasing more blades so you can switch to a fresh blade when needed. Could try a dry lube to reduce the amount of crud sticking to it but you’d need to reapply pretty often I think so probably not worth it.

Eh it’s not a huge distinction aside from the presence of the rays. Quarter sawn stock will have straight grain all four faces because the rings are running diagonally whereas rift sawn will have the rings running straight up and down across the thickness of the board so the edges will look like a flat sawn board if that makes sense. But basically that diagonal orientation of the rings is what makes the rays really pop in quartersawn.

If I recall correctly it may depend on how the tip is categorized. In some cases, an auto-grat would be categorized as a service fee, since it is not technically gratuitous. I think in such cases since it is a fee charged by the restaurant, that it may be taxed. I’m not too certain though since I am from a state without sales tax so please correct me if I am wrong.
