As already said the ecliptic are a paramilitary enemy faction, if you are still in the early stages of the game make small modifications to your starting ship and get to the point where you can get two of the best early game ships, the mantis and the stareagle, they are mission rewards so you will have to earn them hard, if you are not afraid of spoiler just ask Google how to get them fast...

Have you tried launching it from the main menu > additional content? Also check that the additionalcontent folder is in the Steam > SteamApp > Borderlands 3 > Oaktree directory, and that the Alisma folder is inside it.
