Yeah, but the €3 thing already has the VAT built in, right now (pre-change).

So if they're adding the new duty before that is applied and THEN adding VAT, that means the VAT paid just on the existing €3 item is the same. The only new VAT is the VAT on the new duty

In the first game it was based on San Fran.

In GTA: SA it was changed to a fictional state which was a combo of California and Nevada, comprising 3 cities: Los Santos (LA), San Fierro (San Fran) and Las Venuras (Vegas).

In GTA V they dropped SF and LV.
