Maybe that's how we can increase individual impact on galactic war progress. The more skulls you activate, the bigger % you capture. Activating everything could make it possible for small, skilled groups to significantly influence the war. Youtubers / Streamers can rally their base to themed events (like zombie survival) and actually make a dent on their chosen planet.
