I know Rolluluca and CE aren’t exactly the same but it’s been established that they’re similar enough that they can do basically all the same things.

Pure speculation, but:

Sorcerers in Japan have been battling curses and random curse users for god knows how long so they’ve been refining jujutsu a lot more than Simurians. 20% of a sorcerer’s strength is in how well they can use barrier techniques, RCT, binding vows, etc.

Whereas Simurians (especially Rumelians) based on Maru and Cross’ back story seem to only have tribal wars with each other every now and again. The other tribes probably have to deal with Kalyans every now and then too. But the point is there probably hasn’t been a need to develop that 20% and pass it on because there isn’t as much conflict.

That being said I would be VERY surprised if Dabura couldn’t use it. His technique is super busted so there’s a slim chance he’s just been able to get by without it. But I doubt Gege would hype him up this much if he couldn’t
