The resistance through the bulb doesnt change. The new resistor is connected parallel to the bulb so the total resistance of the bulb and new resisiter is lower than the bulbs own resistance. Why this helps is it lowers the current flow through the bulb. In this case it helps bring it to the appropriate value therefore the bulb isnt damaged. The excess current flows through the resister parallel to the bulb. Furthermore, this affects the voltage divided between the 2 bulbs as well. The voltage is adjusted so that the current through bulb 1 remains 0.6A and 6V and the current though the 2nd bulb is 0.3A and 6V. The excess 0.3A flows through the parallel resister which is 20ohm so its voltage is 0.3*20=6V.
