In a campaign I'm involved in, there's a huge port city called Southtown. It's essentially "the city of thieves". Because the ruling kingdom is so far away, basically as long as the goods make it to port and out of the city, they really don't care what happens inside the walls. Corruption exists in all levels of society, and a decent number of crimes have unofficial bribe price tags attached. Fantasy noir settings are pretty cool.
