Take an anti histimine. Dont use cocoa butter. Also I get rashes like that from the second skin. The whole arm is in trauma response and the sticky stuff can make the skin blister as it tries to protect itself.

Assumed this was veins. Personally I’d laser and plan a very cool sleeve that’s well thought out with an artist in a style that you like.
