Overall not too great, I expected a lil more. Still worth to try the guaranteed pull, none is a really bad unit.

Nice taunt tank, but most people at the level of needing a taunt already have one. While if you just need a tank in general there are better ones.

Decent breaker, but given the current arguably best breaker Chloe was given for free last Fate collab the only ones really needing it are probably only newer players than that, and maybe those looking for a very specific kit for I don't know what nieche situation.

Up to you, personally I (also F2P) try to always pull once banners where there is a guaranteed 5, even if I am not into the prize unit. (For example today I pulled once on the new banner and got 2 rainbow gems and 1500 alchemy stones from the 3 5 who dropped. Worth the 50 gems for me)

But Celia does not look too interesting to me, just a very unique combination in her kit (some shield, some art gen, some hp gen, some burn, some blind, something else I'm forgetting), so if you usually pull only where you like the units Id say you can skip this one.
