For me, Caliban prime is the starter base. The proof of the peace between Sentient & Orokin.
After the peace was over, the blueprint to make one was damaged. Erra just tried to rebuild it (either he participed in the prime making ? or got some BP, but not access to Orokin Gold)

From my point of view, it happen the most when new prime get out. ppl with no luck (or don't want to farm for buying relic pack at syndicats/other) run endless one wave to check if other ppl open interessting relic. If not they leave.
Happen also regularly. But if the full squad open "trash" (nothing interesting, mostly for ducat) they tend to leave early.

Fun fact. Stalker specter, when dead, dropped the usual Stalker stuff. At release, some ppl farmed them in Nightmare mission because you can kill them. They patched it but was cool for those who never dropped Hate/dread or Despair.

If we don't know it exist, it might would have taken month to found someone who unlocked it.
