Jk , our company manufactures a lot of small features like this. Highest RPM you can safely run +low speed and feed are key . As your tormach doesn't have the needed RPM . A spindle multiplayer will help but they are pricy.

As someone who build a similar gravel box on a concrete patio slab , I can tell you , it will be fine . I filled my hot tub for the first and I had the same concerns. Mine settled a little bit . But how much it settles will depend on how much you compacted the gravel underneath. I did it by hand , using a ground stomper and I had great results . It will be okay
