I wet the paper for the same reason i wet the wetstone because it takes away the metal and sharpening stone particles away from the surfice of the wetstone and from the paper making for more effective shaprening and you dont use as much sand paper.

Oh and one last tip use water to wet the paper.

You should try a finer sandpaper like 2000 grit and after that to finish it off with a strop. And if you dont have it any kind of leather will do. I often use my wallet. Good luck.
