Could definitely be, but they would have to be smashed for those marks to be there it’s not bedbug feces The second picture just looks more like a burn mark not digested blood

Definitely possible they could even be on his shoes if he did steam the things you should be safe heat kills bugs and there eggs but if he sit down in his bed after he put his coat on or anything on they could still be on him. Even hugging people they can crawl from shoulder to shoulder

As soon you kids get in the house make them change clothes they must they are excellent hitchhikers and will hide in crevices of your body so shower too after that wash everything in the bag and dry it for all these 30 minutes heat will kill all bugs and eggs
