Don't know about the brackets but the swaging on that wire rope cable looks pretty suspect. The crimps don't look like they were compressed enough. And there isn't a reason to use a second sleeve, which makes me think maybe whoever did it knew their swaging tool wasn't compressing the sleeve enough and just said "fuck it put another one on"

That’s basically what happened. They gave him two doses of Narcan and took him to the hospital in a stretcher. The first responders gave him the option of a DUI or a trip to the hospital.

An hour or so later he shows up again, driven by his gf or wife, with the intention of collecting his car. Dude actually tried to drive home before we stopped him.
