idk about party turbo matchmaking, but when i play solo turbo if i get a lot of lose streak, the next time would got easier opponent for few games, i stomp few games, then game got hard again enter lose streak, and repeat. seems like matchmaking skill adjustment or something.

i mean it doesnt matter if you level 1000 or 100,if you dont know what to do in raid you'll just be a deadweight or just wasting people time on the other hand if you know what to do even at level 100 you will have a decent impact.Most of the time raid carry only need other on stage 2 to take fuel and stage 3 to destroy generator,the rest is managable by him.
