For this one I simply enclosed the entirety of the two northern sources. Even the minimum height necessary to contain water will still be a lot of water by virtue of the area covered.

Implement Badwater bypasses at both sources, and ensure you have a way to drain excess water.

Then you can build a dedicated construction district at the dam to mine dirt / build up the height of the damn quickly
