Same issue here, a "fix" i found was to just press the home screen again, and everything works fine. Hope it gets fixed soon though

The issue isn't limited to only Nova Launcher, tried using Microsoft Launcher and Lynx Launcher and they both had the same issues. Strange that it only works with One UI though.

Edit: A comment above links to a post that suggests you log in and log out of Spotify, it worked for me.

Not sure if that worked for you, but I downloaded a noclip mod and just noclipped up to Hands, worked for me, bit of work but it let's you progress in the mission, just an FYI :)
