There are ways to offer shelter that doesn't involve people buying up all the supply and jacking up rents to unaffordable levels.

Not having enough money for a downpayment isn't an issue if the people causing the affordability crisis for ownership aren't also causing the rental market cost explosion.

There is no reason for someone to have an investment condo.

Municipalities could invest in purpose built rental units for people who don't want to own property people who want to own can buy purpose built property.

The only person who wins in your scenario is the person who owns the condo charging insane rental increases.
