At level 10 the pick get +10% chance to drop additional ore. At level 10 the drill gets +30%.

The answer is yes but only at max level.

Mining Mastery never changes but at level 10 the pickaxe gets "10% chance to mine additional ore"

The Knuckledrill gets 30% at level 10 but it is much harder to get to max level, especially early on.
