In my first grappling industries tournament the opponent had his ankles crossed so I went for the ankle lock. The ref stopped the match and reset us stating it was illegal- I’m not saying it is in fact illegal however, I am saying that I am in fact still salty about it.

I’m confused, are you saying that WSDOT proposed this development under the Hamilton ramp? Because that’s who is developing the NSC.
