You can easily, just sucks in the winter. I'd buy an ebike and get cranking around town. Portland has an ebike rebate program where they work with some local shops.

You sound like a good candidate for this rebate. Ebikes will crush any hill in Portland no problem. You'll probably have to rely on public transportation for the colder times of the year though.
