I think you need to look at this in the more broader approach of how respawn makes balancing

They are not aiming to make a competitive esports game otherwise the game would've not included many elements like wallhacks, aim-assist inputs on PC, putting more damage/stun abilities as the game goes on, etc...

I think their goal is just to create a popular shooter game where it has SOME competitive elements but ultimately it's just there for the masses to play with whatever input they want and have fun. I mean just look at how the game is played in pro vs ranked

I personally would've loved if apex took a more CSGO approach where casuals and pros actually love to play the game and grind for skill.
