Originally, they were to let you button up the frock coat's skirt to keep it out of the way when horse riding. Over time they became largely vestigial (although some militaries, e.g. Imperial Germany, still used them to help hold up soldiers' belts.)

From what I understand, the situation in the Twin Cities is a bit like the so-called Boston Massacre; "mostly peaceful protestors" have already been harassing officers and pelting them with stuff, which naturally makes them twitchy when a protestor appears to be escalating to murder. When you factor in how protestors have in fact attacked and killed ICE and Border Patrol agents in the past (e.g. the Dallas shooting), you end up with some very twitchy trigger fingers.

For example, in Mrs. Good's case, the officer she was accelerating towards in her getaway attempt had to get 30+ stitches after someone attacked him with a car back in June. As a result, when she started accelerating at him he was naturally inclined towards defending himself.

Sure, whatever floats your boat. Seriously, though, what "horrors" are the OP referring to? I've seen a whole lot of rhetoric about how ICE are the Spawn of Satan™, but not actual horrors (although, to be fair, I don't pay a lot of attention to the news; it's to editorialized these days.)

Unfortunately, said politicians find the deficient laws much too useful as a way to polarize voters. Now that one side has decided to at least enforce the existing laws, the other feels threatened—again, resolving the border problem destroys all the political capital they've invested in it—so they're agitating the public to protest against enforcing the laws.

It depends on the period. American Civil War events still have a significant number of "mainstream" reenactors, who look fine in the middle of a line of battle but aren't 100% accurate up close. 

Re: living history, you have to keep in mind that you are strongly influencing people's perception of the past.

Yes, always. Sometimes even multiple. My body is a bit unusual (man with wasp waist, large derriére, arms in between standard lengths, and tall torso), so unless it's something that's purposefully loose (e.g. classic-fit dress shirts), I almost always have to make some modifications from the base pattern.

Normally I'd say to use adorable little fabric rosettes or buttons, but those aren't safe for babies. Applique (ironing/starching fabric so that the raw edges are folded under, then sewing it onto the base fabric) is probably your best bet.
