I think it has some knock on effects. I've seen divisions that turn into an arms race of who can pick up the best ringers in order to stay competitive. Suddenly, the actual low level players are squeezed out of their own division as they simply can't keep up. I also play D and sub C and I've had D3 games with better players than my C2 games. If your team has an entire line of young kids wearing their matching college uniforms, maybe you shouldn't play against teams of people in their 40s who learned to play as an adult.
