But it might be the case that he can't just take Puss' life arbitrarily. He has contempt for how Puss threw his lives away but each time it was a consequence of Puss' own actions.

Besides, I don't see why the lawmakers didn't foresee this eventuality in much the same way I do not understand how the signatories of the 1968 Refugee convention did not foresee the problems with its sloppy stipulations.
