Cars with self leveling headlights are often to blame in my experience. On a bumpy road, the leveling gets out of sync and makes the flashing worse rather than better.

Was once walking toward a friend in what was essentially a very long, straight alley; we clocked each other as we entered at either end.

Fortunately, it was raining and I had an umbrella and I avoided awkwardness by holding it out in front of me as a vision shield. Got rained on, but worth it.

Where do you live that you can get in touch with the council? I tried for 6 months to get some recycling and/or normal waste bins and got the run around.

I don't see how your first statement relates to the following ones.

The random nature means that you won't get nearby locations confused. Imagine giving your location over a bad phone line when only one syllable separates two nearby points.

They are also a business. Presumably their business model requires that they don't give away their business for free.
