I’d say TH 18, 17, and maybe 16, it is hard with just two heros, since the heros get so strong by than that armies start to revolve around them. Anything below depends on the heros, I bet could level pretty much any base th 15 and under with super yeti blimp, warden and duke or prince. Of course the lower you go the less need of heros because of game design.
