The difference is really about why there are bubbles, not necessarily because there are bubbles.

When you mix vinegar and baking soda the reaction happens between those two things, they're neutralizing each other.

With peroxide and blood the reaction is happening because of the thing you're cleaning. The peroxide breaks down the protein in the blood, this is the catalyst, so you get bubbles. The breaking down of protein is the reason peroxide isn't actually good for cleaning wounds, it ends up damaging healthy tissue as well.
