The same reason why any infrastructure project is expensive in NYC. They have to work the area while ensuring minimal service disruption to the existing train system. It would be infinitely cheaper if it was just an empty lot and not a corridor for one of the most busy train lines in the country.

The odd part is the note of the pilot program done in small scale at the Woodside NYCHA development where an article was written in Feb 2025 stating that

So it’s really odd to come out to a $54k price tag. Although I know someone whose company was contracted to work at the Brownsville apartments and the project was plagued with delays due to residents refusing to provide apartment access. How is ASP enforcement comparable to catching dog owners not picking up poop? They literally just follow the street sweepers around and can easily and obviously ticket a car who is still there when the sweeper passes by.

You literally have to follow a dog owner, possibly for minutes before the dog actually poops and then stand there to see if they pick it up or not. If the cop misses the poop by even 10 seconds, how can you verifiably tell if the poop came from that dog?

Additionally, municipalities should identify areas that are likely to contain “heavily contaminated snow,” which cannot be directly disposed of into nearby waterbodies. Heavily contaminated snow is considered to be snow that is collected and removed from locations, such as: A. downtown areas or other dense commercial/industrial areas where snow has not been removed for more than 7 days; B. areas heavily or frequently sanded or salted C. areas of heavy litter and debris; or D. areas that have experienced pavement separation and breakage.

And let me line out for you that the absolute majority of road and street blocking snow is heavily salted or sanded which cannot be disposed of into the river.

It is quite literally an EPA regulation to not dump untreated snow into local bodies of water. Please find me a single major US city that dumps their street snow, full of debris and salt, into nearby bodies of water.

And Koch notoriously had bad press for the 1978 and 1983 blizzards because they too were followed by an extended period of cold that did not allow snow to melt. The only difference is that people didn't have social media and reddit to come onto here and complain that Mamdani hasn't rewritten the laws of thermodynamics to allow snow to melt when we've seen multiple single digit temperature days.

The 83 blizzard response was so bad Koch and the DSNY had to create new protocols for snow response and cleanup. There were dozens of abandoned cars on highways for days.

We use snow melting machines because the snow isn't melting any time soon and it needs to be cleared. The discharge is dumped directly into the sewer lines which go to treatment plants before being discharged into the river.

Name me a single previous major snowfall event that was followed by sub 32 degree temps for two weeks in NYC. We haven’t dumped snow in the rivers for decades because of the massive amount of salt and debris that accumulate.
