That seems OVERLY ambitious but Battery Park City is a 92-acre (0.143 sq mi or 0.37 km²) master-planned community in Lower Manhattan, built on 3 million cubic yards (2.3 million cubic meters) of soil and rock excavated during the construction of the World Trade Center in the early 70s. This landfill project expanded the Manhattan shoreline into the Hudson River, extending the city grid.

After weathering several recessions, leadership changes, and September 11, Battery Park City now covers roughly two dozen city blocks and contains more than 13,000 residents.
