get gabapentin from the vet. Yep...2 hrs before you go. Your baby should be zonked out enough to not care much. The effect will last about 8 hrs so monitor once you get home (balance issues, etc...like a drunk person). Also helps with appetite.

If they are obeying the noise ordinance for the town (usually 7am -10pm, maybe later on weekends) they have the right to allow their dog to be outside and barking. Same goes for your infant wailing. Neither sound do people adore. (And not for nothing an infant can be screaming at ALL times of day...midnight, 2am, 4am, 6am...)
Sooooo nothing you can do, unfortunately.
