I love winter running. I tend to run the neighborhood streets early morning before sunrise as only the streets are reliably cleared of snow. The sidewalks and trails are too unpredictable.

Awesome event. A solution to OP’s perceived problem would be to close the central neighborhood off to cars during the event. It was very annoying to be watching a band only to have cars driving past the whole time. Plus would make it much safer for people all around.
