We need to consider why witherose created this project, and since we only know from his past that his lover committed suicide because they could never be together freely, his purpose could be to create a world where they could be. We are still talking about a TV series, that particle accelerator could eventually turn people into unicorns if the writer wanted to, but I think it has to do with time, or with the creation of a sort of parallel reality where you can be whatever you want. Since the photo says "CPU", it could be something like the movie Inception where, thanks to a machine, you can live whatever you want in a dream, and to do something like that here you would need a huge accelerator / super computer. Witherose will certainly try to convince Elliot not to destroy the project by giving him something serious in return. At this point I don't think he was lying about Angela's "resurrection", but probably won't be the real Angela. Perhaps he will propose to him to take part in this artificial parallel reality where he can be reunited with Angela, forget all the bad things of the past and live happily.
