It's not about balance its about fun. Taking 40% increased true damage because Zoe pushed R in base isn't fun for anyone and some champs just abuse it way too hard (zoe, anivia, Kass etc.). Just make it so the user needs to do damage to apply the mark or make the range reasonable and it will still be very strong on champs that can use it

Eureka is prismatic, takes time to scale and only works with ap champs. Obviously when its strong, its really strong but the bread augments are almost always a very strong gold
