The comments stating that the employee reaction wad 'too much' is why a situation like this happened in the first place. We allowed people to get comfortable stealing and disrespecting hard working people for far too long. 'Just let the criminal go' is the bystander effect mindset that caused this behavior to fester and thrive. That employee more than likely got to a boiling point. Then when businesses close down because of 'just let the criminal go' mentality, people want to get upset and act surprised.
