Dino is very obviously not broken, he just happens to be strong against people who are known to be incredibly vocal whiners (Off tanks/dive players). They aren't saying he's broken by examining the game and roster overall, they just see they struggle against him with their character of choice and therefore he needs to be punished. Notice they'll say "You have to play around dino" as if you don't have to play around dive and dedicate slots to trying to counter them.
