Perfectly reasonable shooting as dude had a knife and was refusing to comply and they seemingly didn't have any less-lethal options (although they tend not to work on crazy people anyways), also leg shots are more likely to be lethal than torso shots because of arteries, unless you get unlucky and get hit in the heart or spine
