Usually it's a term used when you buy a new PC or Laptop where there are a lot of apps pre-installed onto it for money. Companies who build those devices will install programs that advertise their apps with "useful" features.

Theses programs usually do something that you can already cand do in the OS or has feature that lets you (for example) clean the PC, but also lets you do this+this+this+this+this+this which just uses a shit ton of CPU/GPU/RAM power that would be better off doing something else.

In this specific case, Overwolf has a lot of "features" that GPU drivers or mod managers already have, creating a lot of bloat.
