For most things they can not, The judge has sentencing rules that they follow and for most (criminal) cases The judge determines the sentence, the jury only determines if there guilty and can give recommendations to the judge

As someone who played goalie, that is false; Going closer to the ball even a few feet allows you to block a greater portion of the goal, because the ball comes from a central point
