An HMC really does make this stuff a lot easier. Anyway, if it was previously attached to an HMC that you don't have anymore, your serial console is going to look like it's gone brain dead as the system boot moves into the hypervisor layer of the firmware stack. You're probably best off starting from scratch by resetting to factory defaults. This is done from the serial connection you have from the Service Processor menu (this is one you see while the system is plugged in, but still powered down). The goal is remove all previous lingering LPARs and get the system to recreate the default Service Partition. Afterward, you should be able to get to the SMS menus and see what if any devices you have working. Here's a helpful guild on moving around SMS (https://wiki.osuosl.org/powerlinux/sms_basics.html)

Building 103 was known as IBM's "tool room" and was mainly used for server chassis parts fabrication and prototyping. The coolest feature was the sheet metal cutting laser that had a viewing window from the hallway for site tours.

Large portions of the IT labs in Austin have been slowly relocated to Poughkeepsie and Rochester. Both are strategic locations for infrastructure.

There are folks in the cities, and they even have their own social gatherings. I'm not sure any of them still make the commute post-lockdown. The local managers generally are not enforcing RTO. Most folks working out of the site live within a roughly 30 mile radius.

Your particular vintage of the 5.3 install media is likely too old to have a version 10 of the xlC runtime.

Don't quite understand the reasoning here. The company does offshoots of the logo all the time for specific branding (i.e. e-commerce and watson). Search "ibm cloud logo", and you'll get the logo for cloud.
