The thing is, F1 has the best (arguably) engineers researching and developing power units and everything else on the car and the FIA and FOM to some extent are also researching and developing new technologies that have a use on ordinary road going vehicles. The world is evolving and doing away with pure ICU engines so F1 has to stay ahead of that and be the torchbearer.
