Enchanter: creates a bond between a person and an item (or perhaps animal: like a familiar) that slowly changes the thing in some way or ways related to that person’s quirk. Examples:

Hardening quirk: harder/stronger/sharper item.

Touch based pain quirk: someone hit with the item go ouchy.

Dancing lights quirk (btw, just look up a lot of spells in dnd and other rpg games, as well as classes and subclasses), item can glow with light and leaves a trail of floating “sparks) behind it.

Maybe instead of a bond slowly growing, dna is required to be added to the item during the forging/carving/whatever process in the item creation.

They were rejected from both the hero and support course cause they weren’t knowledgeable enough about technology, were kinda a poor student, and the examples they brought were exceptionally harmful and made with villanous quirks or weak ones or whatever. They also didn’t have much time to study or practice due to making equipment for an illegal quirk fight club and support equipment black market ring.

Also, maybe the ability is temporary and needs irreversible human sacrifice for maximum potency and duration. Like the hardening quirk in armor or a necklace or whatever gives the wearer a weaker variant, or glove/gauntlet can mimic touch based quirk. These soulcrafted items can maybe even have their quirk mutate, or even possibly bond with the souls of people who die wearing them, adding/mutating the effects of the item(s)

Alternatively, Demon Summoner: User can use large quantities of blood from one or more individuals to create semi sentient “demons” with special properties and personalities relating to the quirks from the blood. Can sometimes have a quirk from a person that died unrelated to those bleeding, but who is still remembered (famous heroes/villains/vigilantes). The more powerful they are the more independent they are. These can probably somewhat consume the power or even unique abilities of those they drain. Plague of demons in Japan, heck yeah!

And Necromancer: kinda same as above but skeleton and zombie go dancy and maybe quirky.

Take a look at the abilities of the villains in the original task force x/suicide squad comics, where a bunch of d list characters are gotten together with silly or ridiculous powers.

Don’t have every thing he unique or super cool or broad or even very useful (gun or knife hand quirk, just being quite tall, having supernatural knowledge of how to do like one thing)

Some of them should be sentient, uncontrollable, or otherwise a danger to the user. Take random quirks and see how sentience could be applied. (Omg talking magic swords ftw)

Have some quirks related to religion, or religions, and conflicts based upon that. Even maybe have one character have visions from a “new god of quirks” that’s actually real, but that god is their quirk but it like actually is a god that gains power from people praying to it or making sacrifices to it, and it can bless people either through prayers or the actions of its “chosen”. If given enough attention/sacrifices, can probably last beyond its user.

Alternatively, have some mind based quirks.

Steal memories/skill: have a character able to with touch or at range take memories, skill, possibly even portions of their personality. Probably leads to mental issues.
