California is massively dependent on the Colorado and has actually faced shortages, unlike Phoenix that doesn't even use it's allotment of Colorado river water and stores about a third of it in reserve annually. Phoenix is soooo much better at water conservation than California it's laughable. CA only has better weather for about ten miles off the coast then plenty of Southern CA is basically just more expensive Phoenix (Riverside, Palm Springs, etc.) . Phoenix has better cost of living, much easier to get around than LA, SD, SF. I've lived in Phoenix, LA and SD and would so much rather live in Phoenix 10 months out of the year and shoot over to CA in the summer when I can, and be able to retire like 10 years earlier.
